This PR is designed to test the login & sign up pages. I added 2 dependencies. 1 is a eslint plugin for cypress. The other is designed to ensure the server starts before cypress tests begin to run. The second dep is recommended by cypress.
I added some boilerplate for cypress as well such as setting up the base url. Finally I updated the CI to run the proper cypress script.
